Chief Minister Hemant Soren will launch Jharkhand’s new solar policy on July 5. This policy has got the approval of the cabinet. The government will give up to 80 percent subsidy on setting up solar plants in homes.
Chief Minister Hemant Soren will launch the new solar policy of the state on July 5. Under this policy, a target has been set to generate four thousand MW of solar power in the state by 2027 with the participation of private and public sector. Several provisions have been made to attract investors. Jharkhand has more potential in the field of solar energy due to availability of barren land and 300 days of sunshine in a year.
People with an annual income of three lakh will be given 60 percent subsidy for setting up a solar plant of up to three kilowatts in their house, while a provision of 80 percent subsidy has been made for setting up a solar plant of three to ten kilowatts. On the other hand, 60 percent subsidy has been provided for setting up of solar plants up to three kilowatts for livelihood projects. In case of three to ten kilowatts, 40 percent subsidy will be given.
Solar powered equipment like solar dryer for agricultural products, solar powered cold storage, solar desalination, solar spinning wheel and others will be promoted. On the other hand, there is a provision of giving up to 30 percent subsidy for agricultural equipment like Kusum Yojana.
According to Vijay Kumar Sinha, Project Director, Jharkhand Renewable Energy Development Agency (JAREDA), about 45 MW of solar power is currently being produced in the state. In the next two to three months, the production of additional 100 MW of solar power will start with the participation of the private sector. The new policy is progressive and investor friendly.
Several other projects like solar floating projects and solar projects on canal have been included in the new policy. According to the information, earlier the Solar Energy Policy was notified during August 2015 with a target to generate 2,650 MW of solar power by 2020. The ‘Jharkhand Solar Rooftop Policy, 2018’ was also launched to promote rooftop solar installation. However, there was not much success in attracting investors on the land and incentive aspects.

Lease deed for setting up solar plant, 100% exemption in stamp duty on land purchase. Conversion charges will be waived off in case of change in land use for solar projects. Apart from this, many types of tax exemptions and concessions are being given.

Whereas 80 percent subsidy will be given for setting up three to ten kilowatt solar plants. A provision of 30 percent subsidy has been made in the agriculture sector.
Jareda will provide single window facility for setting up solar plants in the state. All types of clearance will be made available at one place. Through this all statutory clearances and approvals will be given in a time bound manner within 60 days.
