Old pension scheme re-implemented in Jharkhand. Jharkhand state Government employees will get the benefit of old pension scheme. The decision was taken by the Hemant government on the constant demand of the employees of the state.
Jharkhand government issued SOP to implement old pension scheme
Government of Jharkhand has abolished the Contributory Pension Scheme not implemented by the Finance Department’s resolution number 518/V•Pen, dated 09/022004, on the implementation of the old pension scheme for the state employees, by the Council of Ministers in the meeting dated 15/07/20220. After deliberating on several points in the meeting held on 25/08/2022 of the committee constituted under the chairmanship of Development Commissioner, Jharkhand, Ranchi to develop a standard operating procedure (SOP) for the purpose of payment of pension under Recommended the following SOPs –
Jharkhand state Officers (Bandana Dadel) Principal Secretary, Personnel, Administrative Reforms and Official Language Department, Jharkhand, Ranchi and (Avinash Kumar) Principal Secretary, Finance Department, Jharkhand, Ranchi and (Arun Kumar Singh) Development Commissioner, Jharkhand, Ranchi. according Serial no wise points mentioned in the SOP is in below –
1- An affidavit is to be obtained from the employees who want to be covered by the old pension scheme, that they have accepted the terms of Standard Operating Proschedure (SOP) and their No additional financial claim will be made by the State Government. The format of the affidavit will be developed by the Finance Department for this purpose.
2- In case of non-receipt of the amount of government contribution and interest earned on it from NSDL directly to the state government, after the retirement of the employees, the amount of government contribution and interest earned thereon will be deposited by the concerned employee in the government fund. Only after that the pension will be payable under the old pension scheme. The amount of government contribution and interest earned thereon will also be adjusted against the amount of gratuity received by the employee.
3- If the amount of contribution of government servants is not received by NSDL under any circumstances, the claim can not be made from the state government.
4- On the basis of the option given by the government employees of Jharkhand state, the old pension scheme has to be restored from 01/09/2022.
5- Deduction of 10 (ten) percent monthly contribution being made from the salary under the new contribution pension scheme of the employees of the old pension scheme in the affidavit, ends from the date 01/09/2022 (from the salary of the month of September 2022). and will be deducted from the basic pay (emoluments) as per the provisions of the General Provident Fund Act.
6- In the event of receipt of Government contribution and interest earned on it, the State Government will be kept in a separate fund under Public Account for the payment of future pensionary obligations and will be invested every year in the Pension Fund for the pensionary obligations of the previous year. And the decision regarding that investment will be taken separately.
7- On receipt of the contribution amount of government servants from NSDL, the principal amount and the interest earned thereon will be given to the government servants and the employee will be given the option that he can deposit the principal amount in Jharkhand General Provident Fund account. and the amount of interest on that principal amount will be calculated from the date of deposit in the General Provident Fund account. Necessary amendment action will be taken in Jharkhand General Provident Fund Act.
8- The Directorate of Provident Funds under the Finance Department will be the nodal office for allotment of Provident Fund Account Number to the employees and for adjustment / calculation of interest earned on the amount of contribution deposited by the employees and the government under the New Pension Scheme.
9- In the case of employees retired between 09/01/2004 to 01/09/2022, according to the old pension scheme, in the light of the above conditions, the eligible government servants/families will be given benefits as per rules. For such government servants, who have received retirement benefits under the new Contributory Pension Scheme, in such cases, a separate guideline will be issued to determine the benefit as per the old pension scheme.
10- Detailed guidelines regarding account maintenance, regulation and procedure under the scheme will be issued separately and in case of any confusion arising in order to restore the old pension scheme, the Finance Department will take necessary direction after obtaining approval from the competent authority. Instructions / Explanation will be issued.
11- In place of New Contribution Pension Scheme, execution of all the works related to old pension scheme and other relevant action will be done by the Finance Department.

झारखंड में पुराना पेंशन योजना पून: लागू
झारखंड सरकार के कर्मचारियों को मिलेगा पूराने पेंशन योजना का लाभ । राज्य के कर्मचारियों के लगातार मांग पर हेमंत सरकार ने लिया निर्णय।
झारखंड सरकार ने वित्त विभाग के संकल्प संख्या 518/ वि • पें • दिनांक 09/022004 द्वारा लागू नहीं अंशदाई पेंशन योजना समाप्त कर राज्य कर्मियों के लिए पुरानी पेंशन योजना को लागू करने पर मंत्रिपरिषद द्वारा दिनांक 15/07/20220की बैठक में पूरानी पेंशन योजना के तहत पेंशन भुगतान के निमित्त एक स्टेंडर्ड ओपरेटिंग प्रोशेड्योर ( एस ओ पी) विकसित किते जाने हेतु विकास आयुक्त , झारखंड, रांची की अध्यक्षता में गठित समिति की दिनांक 25/08/2022 को सम्पन्न बैठक में कई बिंदुओं पर विचार-विमर्श के उपरांत सिंदुवार निम्नलिखित एस ओ पी की अनुशंसा की –
(बंदना डाडेल ) प्रधान सचिव , कार्मिक, प्रशासनिक सुधार तथा राजभाषा विभाग, झारखंड , रांची एवं ( अविनाश कुमार ) प्रधान सचिव, वित्त विभाग, झारखंड, रांची और (अरुण कुमार सिंह) विकास आयुक्त, झारखंड, रांची द्वारा हस्ताक्षरित एस ओ पी के अनुसार एस ओ पी में उल्लेखित बिंदुओं की क्रम
1 – वैसे कर्मी जो पुरानी पेंशन योजना से आच्छादित होना चाहते हैं, उनसे इस आशय का शपथ पत्र प्राप्त किया जाना है, कि उन्हें स्टेंडर्ड ओपरेटिंग प्रोशेड्योर ( एस ओ पी ) की शर्तें मान्य है एवं उनके द्वारा किसी प्रकार की अतिरिक्त वित्तीय दावा राज्य सरकार से नहीं किया जायेगा। वित्त विभाग द्वारा इस निमित्त शपथ पत्र का प्रारूप विकसित किया जायेगा।
2- एन एस डी एल से सरकारी अंशदान एवं उस पर अर्जित ब्याज की राशि सीधे राज्य सरकार को प्राप्त नहीं होने की स्थिति में कर्मियों के वार्धक्य सेवानिवृत्ति के उपरांत सरकारी अंशदान एवं उस पर अर्जित ब्याज की राशि संबंधित कर्मी द्वारा सरकारी कोष में जमा करने के उपरांत ही पुरानी पेंशन योजना के तहत पेंशन देय होगा। सरकारी अंशदान एवं उस पर अर्जित ब्याज की राशि का समायोजन कर्मी को मिलने वाले उपादान की राशि से भी किया जायेगा।
3- एन एस डी एल द्वारा सरकारी सेवकों के अंशदान की राशि किसी भी स्थिति में प्राप्त न होने पर राज्य सरकार से दावा नहीं किया जा सकेगा।
4- झारखंड राज्य के सरकारी कर्मियों के द्वारा दिये गये विकल्प के आधार पर दिनांक 01/09/2022 से पुरानी पेंशन योजना को बहाल किया जाना है।
5- शपथ पत्र में पुरानी पेंशन योजना चमन करने वाले कर्मियों की नई अंशदाई पेंशन योजना अन्तर्गत वेतन से की जा रही 10 ( दश ) प्रतिशत मासिक अंशदान की कटौती , दिनांक 01/09/2022 ( माह सितम्बर 2022 के वेतन से ) से समाप्त हो जायेगी तथा सामान्य भविष्य निधि अधिनियम के प्रावधानों के अनुसार मूल वेतन ( परिलब्धियां) से कटौती की जाएगी।
6- सरकारी अंशदान एवं उस पर अर्जित ब्याज की राशि राज्य सरकार को प्राप्त होने की स्थिति में भविष्य के पेंशनरी दायित्वों के भुगतान हेतु लोक लेखे के अंतर्गत अलग निधि में रखा जायेगा एवं प्रतिवर्ष गत वर्ष के पेंशनरी दायित्वों के निमित्त पेंशन निधि में निवेशित किया जायेगा और उस निवेश के संबंध में अलग से निर्णय लिया जायेगा।
7- एन एस डी एल से सरकारी सेवकों के अंशदान की राशि प्राप्त होने पर मुल राशि एवं उस पर अर्जित ब्याज सरकारी सेवकों को दे दिया जायेगा एवं कर्मी को यह विकल्प दिया जायेगा कि वे मूल राशि को झारखंड सामान्य भविष्य निधि खाते में जमा कर सकते हैं एवं उस मुल राशि पर ब्याज की राशि की गणना सामान्य भविष्य निधि खाते में जमा करने की तिथि से ही की जायेगी। झारखंड सामान्य भविष्य निधि अधिनियम में आवश्यक संशोधन की कार्रवाई की जाएगी।
8- कर्मियों को भविष्य निधि लेखा संख्या आवंटन करने एवं नई पेंशन योजना अन्तर्गत कर्मियों एवं सरकार द्वारा जमा की गई अंशदान की राशि पर अर्जित ब्याज आदि का समायोजन / गणना हेतु वित्त विभाग अंतर्गत भविष्य निधि निदेशालय नोडल कार्यालय होगा।
9- दिनांक 09/01/2004 से दिनांक 01/09/2022 तक के मध्य में सेवानिवृत्त कर्मचारियों के मामले में पुरानी पेंशन योजना के अनुरूप उपरोक्त शर्तों के आलोक में पात्र सरकारी सेवकों/ परिवारों को नियमानुसार लाभ देय होगा। ऐसे सरकारी सेवक , जिनको नई अंशदाई पेंशन योजना में सेवानिवृत्ति लाभ प्राप्त हो चुके हैं, ऐसे मामलों में पुरानी पेंशन योजना के अनुरूप लाभ का निर्धारण करने संबंधी दिशा निर्देश अलग से जारी किया जायेगा।
10- योजना के अंतर्गत लेखा संधारण , विनियमन एवं प्रक्रिया के संबंध में विस्तृत दिशा-निर्देश अलग से जारी किया जायेगा एवं पुरानी पेंशन योजना बहाल करने के क्रम में किसी प्रकार की भ्रांति उत्पन्न होने पर वित्त विभाग द्वारा सक्षम प्राधिकार से अनुमोदन प्राप्त कर आवश्यक दिशा -निर्देश / स्पष्टीकरण निर्गत किया जायेगा।
11- नई अंशदाई पेंशन योजना के स्थान पर पुरानी पेंशन योजना संबंधी समस्त कार्यों का निष्पादन एवं अन्य संगत कार्यवाही वित्त विभाग द्वारा किया जायेगा।
